DEPARTMENT
OF HUMAN RESOURCE MANAGEMENT
For the effective discharge of its mandate,
the Department is structured into two broad Divisions, namely, Training
& Staff Welfare as well as the Appointment,
Promotion & Discipline Divisions. Each
of the Divisions is sub-divided into Branches and Sections. While the
Department is headed by the Director, the Divisions are headed by Deputy
Directors, Branches by Assistant Directors and the Sections by Chiefs.

of manpower budget.

and recruitment/ documentation of newly recruited officers

for vacancy for the positions of Executive Director of the parastatals under
the supervision of the Ministry.
Ø

deployment to relevant Departments.
Promotion:
Activities of the Branch are strictly on promotion related matters

Discipline:
Ø The Branch issues query/preliminary letters to erring Officer as directed by the Management and sanctions applied where necessary.
Ø Disciplinary cases are periodically presented to the Senior Staff Committee (SSC) as well as the Junior Staff Committee (JSC) in their respective sittings for decision which will also be forwarded to the Federal Civil Service Commission for final decision before implementation.
Ø The Branch also handles various forms of petition/appeals from staff. These are handled as they come and where necessary, investigations are carried out and the findings from such investigations form the basis of decisions taken on such.
IPPIS Unit:
This Unit handles the enrolled and biometric capturing of Staff into the IPPIS platform.
Manpower Unit:
This Unit is saddled with the responsibility of handling and maintaining the Ministry's Nominal Roll as well as the Annual Manpower Budgeting.
Pension:

This Unit is saddled with the responsibility of handling and maintaining the Ministry's Nominal Roll as well as the Annual Manpower Budgeting.
Pension:
Major activities of the Pension Branch are as follows:
· Repatriation Allowances of retired officers.
· Submission of names of officers who are due for retirement benefits for payment by the Accountant-General of the Federation.

Training & Staff Welfare
Division
The
Division has two main Branches, viz, Training Branch and Staff Welfare Branch.
Activities
of Training Branch
§ Preparing
annual training budget for the ministry;
§ Organizing
training workshops for directorate officers and preparing them for promotion
examination;
§ Processing
recommendation/nominations for Professional and Technical Aid courses;
§ Processing
of request for study leave and in-service training;
§ Implementation
of training proposals for the headquarters and state offices; and
§ Processing
of combined confirmation/promotion examination for newly recruited officers.
Below are some pictures of activities of Staff of the Department:
The Staff Welfare Branch is vested with the following functions, amongst others:
ü Performing supervisory role on the Ministry’s in-house Unions and ensuring good Industrial Relations in the Ministry; however, a Resident Labour Officer from the Federal Ministry of Labour and Productivity was recently posted to the Ministry to handle labour related cases.
ü Performing supervisory role on the Ministry’s Sports’ Club.
ü Performing supervisory role on the Ministry’s Staff Canteen;
ü Processing payment of Death Benefits to Next-of-Kin of deceased staff.
ü Handles all other matters connected with Staff Welfare such as End-of-Year and Sallah Welfare Packages,
ü Processing Applications for Staff Housing Loans,
ü Payment of 1st 28 days Allowance
ü Handling matters related to National Housing Fund (NHF).
ü Also is the handling of National Health Insurance Scheme (NHIS) as more newly employed were enrolled.
ü Performing supervisory role on the Ministry’s Staff Clinic;
Staff Clinic:
o The Clinic commenced full operation in February, 2014, and to date, 4,751 were attended to, which represents an average of 432 patients monthly.
o 1,005 Staff were diagnosed and treated of various eye problems with over 200 free glasses being processed for distribution to staff.
o It is being manned by qualified medical personnels, headed by a Deputy Director (Medicals)
o It is manned by qualified Medical Personnel, headed by a Deputy Director (Medicals).
o A proposal for the conversion of the Gym into Physiotherapy Unit was recently approved.
